In the Bogan Shire Council's Draft Operation Plan and Budget the council want to increase the Waste Charges. in this proposal a half levy is to be applied to all farmland rates for the management of the facility.
Mayor Ray Donald mentions it in his Mayoral Message at the beginning of the draft document.
“Waste and Recycling Charges will increase by 10 per cent,” he said.
“The increase to the Waste Charge is to cover the manning of the facility for the additional hours requested by the community and to provide an administration staff member to allow the waste facility to remain open while the mandatory sorting and covering of waste takes place by the facility operator.
“A half levy to all farmland rates has been applied for management of the waste depot facility,” he writes.
Rural landholder Ian Hamblin said the levy is an unfair burden to local landholders.

“Rural ratepayers will be charged $143.50 whether they live here or not,” he said.
“It’s for each individual rates notice, so I know one person that will be charged eight times.”
The experience farmer is dumbfounded by the levy.
“I don’t even use the tip at all and we have got a property we don’t live on and we pay the levy on that too,” Mr Hamblin said.
Mr Hamblin said he’d like to see the motion for the levy rescinded at an upcoming council meeting.
“I don’t think the councillors are up to speed and I’m disappointed in the councillors who voted for it,” he said.
“I would like to see the motion rescinded.”

The document is still on public exhibition.
Mr Hamblin told the Nyngan Observer he was also planning on putting in a formal submission.
