Acting Premier James Merlino and Chief Health Officer Brett Sutton foreshadowed an announcement later this week, but said on Tuesday it was too early to go into the detail.

"We're absolutely on the right track, I also have strong expectations we can go that next step, both metropolitan Melbourne and regional Victoria," Professor Sutton said.

"We are looking to do as much as we possibly can and part of having these couple of days for that further assessment is to go as far as we possibly can in making those changes."

Victoria also reported only two infections in hotel quarantine on Tuesday.

There are 51 active cases in the state as the earlier clusters that put Victoria into lockdown continue to fall away.

Mr Sutton said the City of Whittlesea, Port Melbourne and West Melbourne clusters were 98 per cent cleared.

The number of exposure sites has dropped below 100, to 96.

There were 15,339 vaccine jabs administered and 13,176 test results received in the 24 hours to midnight on Monday, the Health Department said on Tuesday.

Mr Merlino also doubled down on his criticism of the federal government over vaccine supply after Monday's national cabinet, saying he was "not happy".

"We do know for a period of time, it's going to get worse in terms of the supply of the vaccine from the Commonwealth before it gets better," he said.

"There will be weeks in July and August that we'll have a reduction in vaccines to our state sites.

"So there will be a mad rush in October, November and December."
