Early reports are that a four-wheel-drive utility entered the flooded river from the Bridle Track near Hill End around 1.30pm on Sunday.
Chifley Local Area Command duty officer Inspector Glenn Cogdell said two people are in the vehicle and are uninjured.
Ambulance Service of NSW Inspector Kathy Golledge said the rescue of the two male passengers was still underway.
“There’s a car in the water with two passengers who are ok, but they just couldn’t get out [of the vehicle],” she said.
Multiple emergency service personnel are on scene including the Police Rescue, paramedics, State Emergency Service and a rescue helicopter.
