Victoria confirmed on Monday that Maddinson was out of the final from Thursday at Junction Oval.
He was injured last week in the Shield win over South Australia.
It is the former NSW batsman's second major injury this season. He suffered a broken arm while batting in December in his debut Victorian Shield match.
White was dropped for the SA game and is the most likely replacement for Maddinson.
The home side also added Sam Harper and Eamonn Vines to a 14-man squad for their fourth Shield final in five years.
"The squad has come together strongly at the right time, with only Nic Maddinson's injury a hurdle along the way," said Victorian chairman of selectors Andrew Lynch.
"This has allowed us to name an extended squad and gives us different options that we'll finalise in the coming days.
"Nic's injury is incredibly unfortunate, as it's not only his second setback this season, but he's also been in a rich vein of form and an integral part of our push for another Shield title."
