The federal government is on the verge of securing support for its "ensuring integrity" bill ahead of the final sitting fortnight of the year, which starts on Monday.

One Nation amendments to the Morrison government's bill raise the bar for winding up unions.

Under the changes, unions will only face action for criminal conviction or civil court order, rather than a finding against them.

Offshore convictions won't count towards deregistration or disqualification.

Senator Hanson, whose support would deliver the government victory on the bill, also wants the removal of "strict liability" in relation to certain offences.

When strict liability applies to an offence, the prosecution is only required to prove the relevant physical elements and not the fault elements of the offence.

Attorney-General Christian Porter on Wednesday indicated the government was supportive of amendments proposed by One Nation and Centre Alliance.

"The amendments we've been working on with those two parts of the crossbench are also very reasonable," Mr Porter told the National Press Club.

"I think it's very important legislation. And I do think it will pass, but that remains to be seen."

Centre Alliance has proposed a demerit point system for deregistering unions and banning officials, which is backed by the government.
